Chenango Safe Harbour Program

Safe Harbour NY is a program that implements a system-level approach within existing child welfare and allied youth-serving systems, including Runaway-Homeless Youth programs (RHY), Probation, Persons In Need of Supervision (PINS), Youth Bureaus, and other critical partners. This approach leverages existing system strengths to create a more effective and efficient response to youth who have experienced commercial sexual exploitation or trafficking, or who are vulnerable to it.
Chenango County Department of Social Services has secured a grant through Office of Children and Family Services (OCFS) to help identify and provide services to youth who are experiencing or are at risk of sexual exploitation and trafficking.  "The Department of Social Services is proud to partner with the Chenango Child Advocacy Center whom has a vast knowledge in the challenges that sex trafficked youth face and will work tirelessly to help victims overcome those challenges" explained Chenango County Department of Social Services Director of Services Elizabeth Beers.  Chenango Child Advocacy Center will be receiving referrals for the Safe Harbour NY Program as of January 2022. 
Services for Chenango Safe Harbour Program will include: 
  • Case Management Services for At-Risk-Youth
  • Presentations/Trainings on Chenango County Safe Harbour Programing 
  • Critical Team Development
  • Girls Circle Support Group

​The commercial sexual exploitation of children is a global problem and one that impacts children in the Chenango County Region. 

Chenango Child Advocacy Center Safe Harbour Program works with partners across Chenango County to promote awareness & identification of youth trafficking, and provides comprehensive services to potential victims of commercial sexual exploitation.  Our services are growing on a daily basis and we are currently looking for partners in the community to help us succeed in our goal of keeping children safe. 


Resource for Reporting:
​NCMEC’s CyberTipline is the nation’s centralized reporting system for the online exploitation of children. The public and electronic service providers can make reports of suspected online enticement of children for sexual acts, child sexual molestation, child sexual abuse material, child sex tourism, child sex trafficking, unsolicited obscene materials sent to a child, misleading domain names, and misleading words or digital images on the internet.
